How many rivals and keywords can I track?

You can track up to 100 rivals and 1,000 keywords, on any plan.

There's no monthly limit beyond that — you pay once in Spark Credits when you add each one, and it keeps being checked every day for as long as you're subscribed. Removing one frees up the space for something else.
